Official
launch of the Proposed African Union (AU) Consultative Process on
Regional and Global Economic Integration
In collaborative efforts with the Office of the
Chairman of the AU Assembly, the Proposed AU Commission on Regional
and Global Economic Integration invite you to officially participate
in the proposed AU Consultative Process on Global Economic
Integration Programme (AUGEIP) developed in the overall interest and
objective of the New Partnership for Africa's Development (NEPAD)
and the WORLD COMMISSION ON THE SOCIAL DIMENSIONS OF GLOBALISATION
of the United Nations International Labor Organisation (ILO).
The valued stakeholders and
"Participants" invited to participate in the AUGEIP
programme are Regional and International Institutions; National
ministries of AU member Sates such as Agriculture, Commerce trade
and industry, Legal Affairs,Finance and Planning, Transport and
Communications, Farmers Union organisations, Rural communities
organisations; Cooperatives; Processing Manufacturers; Traders;
Agro-NGO Forum and the Private sector.
Innovation being
the key to achieving growth and speeding the transition, this
Proposed Consultative Process is
to aid the efforts in formulating policies, and strategies to
address the situation of the African communities within its 53
member States. To charter a strategic new course for the future in
quest of achieving growth and speeding the transition into developed
nations. Hence, this is a consultative opportunity you cannot afford
to not participate.
The purpose of this Consultative Process is to
capture the views of the African Union communities, the 53 member
States and of all stakeholders in the process of identifying
critical actions that need to be taken at regional and global levels
to optimise the benefits and minimise the risks of globalisation in
Africa.
For the African Union "market
economy" to be healthier and strong on a regional level with
global reach, it needs constant economic reforms to be pursued,
which entails tremendous
challenges and difficulties and requires the effective and sincere
collaboration of "all" you stakeholders.
It
is an acknowledged fact
that regional co-operation and integration is not only critical but
also imperative to the development and prosperity of the African
Union communities and member States.
The
AU, and indeed, the entire African continent, has no worthy,
favorable, independent alternative to economic integration. If the
AU doesn't achieve meaningful economic integration, Africa will have
no place in the world of the future. With meaningful integration the
AU and indeed the entire African continent will also become an
important economic unity.
This
is why the Proposed AU Commission on Economic Integration, Research
and Information System has embarked on Consultative Process of the
African community and the 53 member States in order to come up with own
"policies" and "strategies” that will address
regional co-operation and global economic integration imperative to
the sustainable development and prosperity in Africa.
In order to optimise the benefits and minimise
the risks of globalisation, the following interim comprehensive
policy and strategy has been implemented for your review and
comments by the Proposed AU Commission on Global Economic
Integration, Research and Information System:
1)
Improve
the AU communities and member States low capital market liquidity;
2)
Manage
escalating tariffs;
3)
Increase
productivity and stimulate diversification;
4)
Provide
marketing and trade facilitation, and
5)
Assist
AU member States to achieve manageable levels of external debt.

modern technological Integration tools, Management Information,
Controls and Communication Systems comprising of:

The
AUGEIP Agricultural, Natural Resources, Manufacturing Research and
Information Development Network: AUGEIP- ANMRIDS Trading System;

AUGEIP Agricultural Marketing and Regional Strategic Food Reserve
Network: AUGEIP – AUAMTS System
5)
AUGEIP-

We need more resources and
financial assistances to fully implement the AUGEIP Programme:
However the African Union Assembly
and all stockholders are aware that this effort should not stop
here. To help in capturing the views of the above, the
following steps will take place and the Proposed AU Commission on
Economic Integration (AUGEIP) need more resources and financial
assistances from all stockholders for the following:
- Advertisements of the
Consultative Process programme at national, regional and global
levels Information highways, Search engines, major Informative
databases and Research systems.
- Advertisements of the
Consultative Process programme on national, regional and some
global print media, community radio and television.
- Development and distribution
of the Consultative Process programme on electronic medias such
as CD ROM, Online electronic libraries and Internet access to
all Ministries of Commerce, trade and Industry; Ministries of
Agriculture and Co-operatives; Ministries in charge of Mines,
Energies and Natural resources of the 53 member States and to
their Provincial and Districts offices for rural communities
participations and reviews.
- Implementation
of AUGEIP Internet Centers (AUIC) throughout the 53 member Sates
to provide Internet connections to areas of the AU communities
lacking to be able to participate in the AUGEIP programme,
especially to accommodate for capital consumptive expenditure
related to procurement of equipments and software to establish
local link to Internet via local ISPs (First step); computers
and accessories; cables; furnitures acquisition and
communication lines and equipments, minimum operational
personnel of 3 Contracts qualified employees in each AUIC,
leasing or renting of spaces to implement the AUIC; licenses
purchasing and operating rights for each AUIC.
- Direct collections of the
above stakeholders' views on the proposed GEI policy via
AUGEIP's Online Research and Information System and
databases.
- Organisation of Forums via
Internet, telecasts and regional conferences to review the
collected stakeholders' views on regional and global Economic
Integration (GEI).
- Submission of the final
reviewed GEI policy to the AU Chairperson, to the Assembly and
Parliament for adoption and enlistment of the International
community for implementation of the adopted GEI policies within
the AU communities and member States.
